maybe we should expect organizations to come up with detailed, reasonable plans for dealing with a problem *before* we hand them 50 billion dollars
and then perhaps only give them the money in increments, and pay attention to make sure they're using it effectively and appropriately

@deprecated_ii Another thing you can do is make proposals for public spending include failure standards detailing if a project has failed if it costs more than x amount of money or surpasses x time frame, and then attaching a named official responsible for the failure threshold being met
