I would go so far as to say permanent organizations are largely a mistake

instead of having a sprawling inefficient bureaucracy full of mediocre lifers who are given huge budgets to waste on some broad area of responsibility, it's much more effective to form a temporary organization aimed at solving a specific problem, with specific funding, that will be disbanded when the project is over
