   It also fails the per capita problem. 0.7% of 6.5 trillion is still 45.5 billion. Way too much. That's about 9% of Elon's wealth alone. That is far more than what thousands of Americans will receive in wages collectively in their entire lifetime. That money can go to Americans, not foreigners.
