One option that's usually overlooked is studying abroad. Many countries in Europe and Latin America offer scholarships, have scholarships or cheap tuition ($100-200 a month) in good unis.
Yeah not useful for law, but STEM degrees should be good (in fact, many immigrants use them to get good jobs)
