silverpill@domo FEP-e232 and other types of quotes (such as Misskey's _misskey_quote) are technically just links. Mastodon people are looking for a way to restrict quoting, this is why they don't want to copy existing implementations. I believe they want to do some boost-reply thing instead, and use reply controls to restrict quoting. This can be done (there are two different reply control proposals), but IMO futile because everyone else in Fediverse already has quote-posts-as-links which can't be restricted.
