     People have been wondering for a while now.
     
     Not every case is planned. Some take advantages of things as they arise. I would expect there are pre-positioned assets are within easy reach of likely targets should anything unexpected occurs so they are easy to mobilize. Stir the pot and have people nearby to take advantage of things.

There have been a few cases with blacks that they've covered up, but usually that's because their pet retards go "WOW ANOTHER WHITE MASS SHOOTING" and don't wanna walk it back when the story actually breaks.

     Yes, I expect more, not less, of this sort of things. If the wheels come off this carnival ride, expect things to get very bad, very fast, because all the crazies, all the people with an ax to grind now can use the chaos as cover and the disruption to emergency services to get aeay with it (in their mines, anyways).
