Actually, they don't need to mention anyone or anything specifically. Nixon got a blanket pardon, for example.

Interesting note: all of Hunter's crimes were condensed into fed crimes only, instead of a mix of state/fed crimes. This is so he gets a pardon of fed crimes. Pardons don't apply to state crimes. That's why NY was going after Trump.

You literally can't pardon someone for currently unknown crimes or retroactively allow for an improper pardon to excuse a crime discovered or desiring prosecution in the future.
