   I don't get what that person was complaining about, the car is now plenty slow without much risk for the driver (except an extra large step)

     Police are systematically unwilling to enforce laws against cars, and even if they would they are still otherwise bad at their jobs.

     Luckily engineering solutions do a much better job at solving these problems, for a fraction of the cost.
