it was the crusaders who betrayed them
the reason the byzantines fell is because of an internal fight between the military and the bureaucracy and the invasion of the seljuk turks
the entire structure of the roman empire was officially transferred to constantinople
of course there were civil wars an brushfires just like when the empire was based in rome
the bureaucracy in constantinople won out against the military aristocracy in the 10 C.
Without military support the empire was unable to fight off the seljuks
