     The Byzantines saw the Europeans as barbarians from the west, cited from the book Alexiad by Anna Komnene, the daughter of Alexios, Basileus of the Byzantine Empire.
     
     In numerous occasions, the Byzantine army harassed the moving Crusaders. In Antioch, they even refused to help the Crusaders, and turned back to Constantinople. Yet the Crusaders won a stunning victory without their help.

     You fail to see that this is the sign of a declining empire, there's no peace in the Byzantine holdings. The realm is plagued with civil wars almost all the time. They weren't even able to throw back the Seljuk invasion, and when given the chance they treated the Crusaders in bad ways.
