If they were, then every intel agency would be rooting every machine on the planet, and they're clearly not since otherwise we'd see the network traffic. Even if you're paranoid enough to believe that the routers, switches, and raspis are all compromised in hardware to ignore the packets of your own intel agencies, they're sure as hell not going to just ignore the packets of enemy intel agencies.
