Tariffs are certainly one way to address the problem. They will expose the population to the true cost of doing business in the country, but at least there will be jobs and the country's assets won't be slowly bought up by foreigners.
The other solution is to out produce the competition. Then you're the one fucking over the other guy with free trade, or, against a similar, healthy country, reaping the modest benefits of the various trade advantages from modest trade. Americans will never go for this though, because it would mean the end of NIMBY laws and gibs. So tariffs and austerity it must be.
