There is a backup service for Fediverse called notestock. An agent actor follows users, stocks them by sending them via ActivityPub, and makes up for any shortfalls by going back through the outbox.

As an option, this service can restore and publish Twitter backups.

It doesn't have the functionality to reference it from Fediverse, but I think it's possible if you need it.
