1. We will only insure funds in banks which are big enough to pose systemic risk if they collapse
2. But if one small bank collapses, people will pull all funds out of ALL small banks
3. And the aggregate of all small banks does in fact pose systemic risk
4. So we will fully insure funds in all banks
