    Regarding Musk's PAC 1099ing people $1mil, I've read this many times:

    > federal law prohibits individuals from paying money to get people to register to vote

    But is this also not an illegal lottery, as defined by the feds?

    Is registering to vote and giving your full name, email address, physical address, and phone number not "consideration"? Or am I uninformed and PACs are legally permitted to run lotteries?
