GNOME is designed for the average person and developer, and people with disabilities, and that's pretty much it. Linux desktop isn't Windows; if you don't like something then switch to an alternative.
You're blaming the wrong people here. If you want to blame bad actors then take a look at what Google has done with Android and ChromeOS
