     Jesus was an actual refugee who went to another land in response to a real crisis, then his family returned home when the threat was over. The Bible commands us to be hospitable to this kind of refugee, as well as travelers, but with respect to immigrants who take up permanent residence, you needed three generations of assimilation if you're from a culturally compatible country, whereas you were just excluded if you were from an enemy nation. The vast majority of modern "refugees" are just permanent immigrants looking for an excuse to upgrade to a wealthier nation.
