I assume the snes doesn't keep the previous frame in some buffer, but it just doesn't update sprite data for that particular half of the screen. So it could update just the timer, but they didn't bother because noone would notice a 16ms discrepancy during gameplay on a CRT

The displays update every other frame, it’s part of the “pseudo-60-fps” that we talk about when referring to how the game runs
