     ルールを見る限り、

     provide link examples of your art or your application will be rejected.

     と言っているのと、Do not repost art that you did not draw (以下略) でmakeとかじゃなくてわざわざdrawを選んでる辺り、絵描きオンリーって解釈が正しい気がします。
