Tiresome, pointless, pathetic... are all words you can use to describe these people. But they are really inadequate, somehow.

You need sentences, like, "A complete waste of everyone's time and resources" or "This person should have been aborted because anyone this obviously ill must be in constant emotional agony and to not dispatch them would be the greater sin."

You're really only limited by your vocabulary and yen for creativity.
