     They dont state exactly what those minimal requirements are but broadly it just means being succesfull and curlturally relevant enough to damage the ccp. Hoyoverse got hit as soon as they became both things, ccp members where forcibly added to their ranks, and now all acts of censorship are perceives as self censorship because theres already party members pre scanning any design/story before it even leaves the drawing board."

     @blueknightfrank something clearly happened to the company during Inazuma
     
     Sumeru saw the leave of the original composure and other original team members. Also events stopped being story relevant and focus shifted to faceless NPCs instead.
     
     I suspect a shakeup of the company happened during that period.

     I thought they mean someone incompany will be "promoted" to goverment employee.
