I worked on a game that had user-generated content built in and the in-house artists used those tools to make the game's content. The plan was to release all of that for free use. The only problem was that the artists were quite literally retarded and named things like "mechene gun" or "tiikkii hut" and we didn't have the budget to edit thousands of prop names before release so that part was scrapped.
