Josh was talking about Ralph telling his audience not to have kids and how fucked up that is... but my grandma has come very close to saying that to me and clearly regrets to some extent the bad things that have happened in her life because of friction with her kids. I just assumed a lot of people say that shit or at least think it because they are old and lack introspection.
