Take it from two sysadmins that buying a domain name proves that you have the trade rights to the name. Fraudulent purchases to a name can ultimately be challenged in civil court.
It doesn't prove you have rights to the underlying IP. Even SSL certificate authorities make you prove the name only, not a particular IP. You can change the IP whenever / however you want.
