Even a pretty clear constitution won’t stop the state from growing like cancer. It would be very interesting to see this and other cases similar to it overturned.

1. No Capitation, or other direct, Tax shall be laid, unless in Proportion to the Census or enumeration herein before directed to be taken.
Taxes are apportioned equally to representitives

You can't do anything that is not explicitly written here
