An acquaintance of mine worked with redbox for some time, getting their start with the company by “filling” those kiosks.
Amazingly enough, that job required that they go to local stores, where they would buy as many copies as the store allowed of each title with their redbox debit card, followed by shucking / labeling / jacketing them, and then stocking the machines with the discs.
So, amazingly enough, the fortunes of your local Best Buy are tied up with Redbox.

I should have taken a picture of the error screen on the kiosk when I was inside Walgreens earlier this week.

@artandtechnic yeah I imagine it's some combination of that and treating the people who install them as contractors. It makes more (financial) sense to hire someone to fling DVDs in it from a local store than it does to actually coordinate inventory and shipments
