@PanzerTan Scav because I don't like Highwaymen and bad vibes from the Corpo and probably expendable asset the pmc is. I would shoot both and make my Law and order Warlord domain, probably functionally have everyone ride shotgun shipping freight so no need for PMC, just my Warlord rules.
