   @c My idea is that voting should be like jury duty. Select 100 eligible* citizens at random, require them to cast a vote, everything is public and on the record. "None of the above" is an option and if it "wins" then all previous candidates are disqualified and there's a do-over. Repeat until you have a government.

     Here's an idea: 100% of adult citizens are automatically signed up to vote at 18 BUT you can't win unless you get 50% of them +1. If nobody wins, there is no president. Government effectively shuts down.
