@Nudhul @Eiswald @MoeBritannica In this case it's people and their homes not being enough of a threat to the bears. Unfortunately in a lot of places you have to go through a page and a half checklist of conditions on which you can shoot a bear, and then provide evidence that you met their criteria to Game and Parks, or they jail you for it.
