Atom, a format that is an evolution of RSS, specified more than just a feed format, it had a whole pub-sub api including comments. if it were implemented, it would have a very similar featureset to something like mastodon, with the main difference being there’d be no multiuser instances- everyone would self host and own their own identity and content.
