     @BowsacNoodle @sickburnbro that law is still on the books but now there is a sizable portion of drivers who are not licensed, do not speak English and are probably illegals who will stop for nothing due to having no insurance. Especially in Oakland, where between blacks and mexicans I'd say the majority fit into this category
     
     "Rojo = alto" was simple enough to convey but having them understand a system of priorities and taking turns is too much to ask

     @sickburnbro What happened to "treat non-functioning traffic lights as a four way stop"? I was driving when that big blackout hit the grid in the early 2000s and everybody instinctively did it without hesitation.
