   When it reaches that stage only a regime willing to execute draft dodgers can - maybe - keep the draft going.
   
   Read up on the true story Paths of Glory was based on. The French executing a few 'cowards' during WWI as a 'morale boosting' measure was still a scandal 30 years later.
   
   The US can't even bring itself to execute most murderers.

     Although I could see a Waco or two between here and mass-non-compliance.
