Age of consent really started arising with the feminist movement and moreso in heavy urban areas. Get people back to homestead/ living by the land lifestyle where they grow up with nature, seeing and taking care of animals, and having a well developed sense of life and death from a young age (very lacking in modern america) and you'd have any entirely different scale of maturity in teens/young adults.
Most marriages back then required parental consent unless there was an elloping and fathers kept close watch of their daughters. I recall for a book report I once did on Zachary Taylor, he was commenting at a marriage how the bride's groom was a respectable 12 years old and thus mature enough to manage the marriage well. He was commenting on how another women recently married had a husband only 5 years older than her and that he was much to young and immature.
