   WTF is going on, This is the second time I've seen this on TV since the EBS Test last Oct 4th at 2:18pm.

   This occurred at 3am in NYC this morning on my TV.
   Cable service is Optimum of NY. Visual and audio Sounds!

   Anyone know what an EAS Participant is?
