In this video you'll see increased pixelation and tinting when going underwater during the day, and a blur effect as well as tinting when going underwater at night.
Since these effects are tied to the submersion depth rather than the water line, it winds up being easier to develop, more efficient to compute and (in my opinion) look more aesthetically pleasing than my original idea for underwater post processing.
