   I've seen that figure a couple of times now but am mystified as to where it comes from and what they are spending it on.

   Having seen the bills from the Met to police the opening of a bloody envelope I would not be surprised.

   Anecdotally, the poll rings true also; only yesterday @Cloudguy was bemoaning the lack of bunting in Tetbury (though not sure if that is genuine disaffection or because it is Badders weekend and it is like a ghost town).
