It pisses me off, because it exemplifies how the guys that - bless their hearts- are volunteering and helping are out of their depth: They didn't properly prepare a landing site by making it durable (and if it were not meant to be an LZ they failed to mark it so appropriately). Worse, instead of recognizing that they shouldn't have a bunch of tents blowing around in a parking lot they save face by making up retarded cabal plans to explain away their errors.
If FEMA wanted to just fuck everything up, they'd hover a lot lower so they could power back up and really goose it 20 feet from the deck - but even so, a distribution hub or staging area outside should be able to withstand that anyways. (IDK the details on this, from what I've seen it looked like a staging area for trucks and cars, but I'd infer they had things set up for helo traffic, too, they just didn't expect anything heavier than a robinson)
