Did nobody work in a shop, like ever?
When you work secondhand goods, you have a limited amount of stock on hand. These prices aren't meant to sell: That is the point.
They want to keep a good amount of crap on the shelf as display, filler, and advertising to show off to people who come in - it reminds them that the store will buy their old games, too, which helps them bring in more trash to sell at more realistic price points. The price here isn't even all that crazy, if they're pricing off of sold ebay listings - the high side of whatever grift is running, so if they don't sell they shrug and enjoy the full case. If it does, then they made a crazy amount of money.
If you offered fair pricing on par with ebay you'd have nothing on the shelf, and people would take pics of how shitty your selection is instead. That can be good to keep people constantly coming in hoping for a fresh drop (or release day, if you do it that way) but your employees will turn the place into a hangout and run it into the ground, so it's best to keep a trophy case and have crappier condition items priced nice and low to move
