   Technically this falls outside treaty regulation, much like White Phosphorous munitions. Their effect as a "chemical weapon" is secondary to their thermal effects on target.

   Likewise, this one's realtive modesty keeps it just narrowly outside the international fedi statutes against weaponized 'L' content
