Sure, there're old timers who could do the design work, but how would you ensure they're kept safe until social stability returns? How would you ferry them to the same place in order to draft the design somewhere capable of making all these machined parts? How would you get the essential elements?
You'd think a distributed system for all of this would be good, you should feel plenty safe that an asteroid can't eradicate this capability in one blow, but it all seems so brittle when you think about the combined human knowledge and man-hours that go into creating this silly little spring maker
