    Montenegro had an independence referendum from Serbia in 2006 and the independence side was backed by the US, Paul Manafort and Nathaniel Rothschild and a bunch of other familiar characters ensured they got past the 55% threshold, presumably because the US enjoys bullying Serbia for its own amusement
