I initially read that as that the identifier could only point to a single object but I guess in light of point 2 is it actually intended to mean that a given object is only ever permitted to have a single identifier (and thus a single url)?
regardless, both interpretations run counter to reality. "forever" isn't a viable timeframe. for example bae.st used to be located at neckbeard.xyz before the domain got yanked. in theory someone could set up a fedi instance there in the future and intentionally reuse old urls
similarly, all objects that used to be located at neckbeard.xyz are now located at bae.st so they all have (at least) 2 urls that were valid *at some point*
so I'd argue that this is both an ambiguity as well as a clear defect in the current spec which generally isn't possible to satisfy and is being actively violated every time an instance goes offline

I'm not saying you could switch up the domain every few milliseconds. obviously you need to feasibly be able to retrieve objects from urls within some reasonable timeframe of becoming aware of them. I'm just saying that hopping between domains once per week, or simultaneously residing at multiple domains, or etc, doesn't generally seem to violate the AP spec (outside of the specific wording surrounding object identifiers described above. thanks for pointing that out btw)
