We really niggerfucked everything by slashing Navy SCN budgets in the 1990s. The nature of building a billion dollar warship and the monstrous supplu chains behind them is such that you can never stop doing it if you want to retain the ability to do it in the future. It's not like Army kit that can be spun up rather quickly and kind of cheaply. Perhaps more critically, Locksneed and co won't keep their repair techs if they aren't getting new build orders.
