Like its not some stealth thing its a big white balloon. The US military obviously knew about this thing the whole time and if they didn't shoot it down right away its likely they knew all about what this thing was up to.

Also our Oil isn't particularly appealing at the moment, since it's like a heavy crude that needs significant refining to be usable in a way we want and none of that refinery exists here.
Frankly, big American investment is pretty much the only way to make our oil ever be really useful for cars and whatnot.
