I'd guess that Federation officers do all right because energy and raw materials are relatively inexpensive, and working in Starfleet would give you three hots and a cot so that eliminates their food bills and rent/mortgage.

People in Starfleet don't seem to be completely unconcerned with money though.

Sisko's family talked about him burning through a lot of credits to beam to their living room to visit.

Riker also seemed a little irked that Quark gave him vouchers instead of latinum when he won at the dabo table (see

Lastly, Picard and his family are the inheritors of an old vineyard. Private property and communism don't go hand in hand.
