     A dying empire has more reasons to lie on a grand scale than a rebuilding one. A rebuilding empire can deliver honest optimism without any risk except that of not being able to deliver on it. The dying empire has every reason to lie openly with no intent of delivering. Even Hitler believed in the golden future of the Reich, and once he didn't, he became a tranny.
