They don't want RTX cards with 40GB competing with A100's or whatever. Though I think at actual scale there's a big difference in rasterization/AI architecture, it's not just VRAM, it's power efficiency. -

I also see 16GB RX 580s pop out on aliexpress once in a while, but good luck running anything that isn't patched to hell to run on obsolete ROCm version.
