@mint dnsmasq has a "bogus-nxdomain" option.
ISPs have started doing that. Level 3's DNS was doing it for a while. Worst shit ever.

@p My old ISP used this to block sites deemed illegal in Russia, I think they even redirected all DNS traffic from public resolvers to their servers, but DNSCrypt took care of that. Then they or their transit providers were forced to introduce a full-scale DPI system.
