Oh cool, a device that's supposed to protect you from the rain, it would be a shame if a wind blew in its direction and broke its spokes, rendering it unusable. Not to mention none of the public places have any facilities to properly store them or dry them off, so you're stuck with it hanging closed and possibly spreading mold. -

Depends on location. Some do at every workplace and most stores. The rest is a question of skill, a proficient umbrella wielder can predict air currents and assume aerodynamic stance. likes this.
