So they applied to NIH and with Eco-Health Alliance, got the funding (Fauci himself had a hand in this, amazing coincidence). It's illegal to do the research in the USA, so they outsourced it to Wuhan, China. Where China's not considered qualified or trustworthy enough to do the Bio-Security that it involved.
So they used the GITMO workaround: do the illegal on US soil thing in another country.
And as far as I'm aware. NOTHING has changed in terms of the law, and all of this could happen again right now. It's like "hey, let's build another Chernobyl, the exact same way!"
