I'm not convinced it's possible to have a political entity on the scale of millions of people without it becoming impossible corrupt within a generation or two.
Italy shouldn't be a single country anyhow, it had too many ethnic minorities even before the migrant crisis, sicilians are not the same as tuscans even if you force them to speak the same language.
The Roman empire fell apart when it reached a peak of 59 million people and discovered it had no earthly way to control them all or centrally plan the economy to feed them all. Guess what the population of Italy is? -

Tuscans see no issues with Reggio-Emilians, Ligurians or Lombards. Despite obvious cultural divides, the overlap is great enough that they’d probably refederate.
The real problem is how there are literally entire cities which have been invaded. I spent a good chunk of my summer last year in Tuscany, and I recall many cities completely overrun with foreigners. I remember Pontedera vividly, because I met a half dozen real Italian there who looked suicidal with the wave of Senegalese black Muslims which have become the only demographic in the city.
How do you fix that? It’s the same question in America where small towns get flooded with Ecuadorians and Guatemalans: We need a temporary breaking of the rule of law so that good men are not punished for taking matters into their own hands. Even though I don’t see those good men anymore, I see no other way forward.
